I ended up switching over to the Omega drivers.
It's made all the difference in the world!

Inspiron 9100
Omega Drivers
9700 overclocked to 480 core 280 memory
1 Gig of RAM
128 Meg texture cache (see http://www.viperlair.com/articles/howto/software/tweakd3/ for details)
Installed Radeon performance enhancer for Doom 3 (get it here http://esprit.campus.luth.se/~humus/temp/doom3PerformanceTweak.rar)
Doom runs buttery smooth at 1024X768 at high detail with video driver defaults.

I'm playing with 1024x768, high settings, no shadows, no aa. Timedemo 42.2 fps, everything works fine and it looks pretty cool!
ATI 9700 128MB 540/280
P4 3.0 GHz
1GB ram
Omega 2.5.58 (4.7 based)
