NON DELL Cards require SECURE BOOT OFF and LEGACY OPTION ROMS ON in bios.
Beyond that however this is a 75W card and you DO NOT have a 300W or larger power supply so its not gong to work correctly anyway.

the 750 is the cheapest board, old that is the fasted old board, that never draws over 75watts (less mostly)
that is why you see 750 plastered everywhere in the internet (due to weak PSU's))
and will run on most PCs made, but ive no IDea what PSU you have there. ebay says. 240watt it was.
my OptiPlex bios page under Video shows 3 choices, not sure yours. also upgrade BIOS so it might get smarter?
1: auto
2; HD core GPU.
3: your 750 (mines GTX650 on one and 1050 on the other)
if you need a larger PSU ask me. just did it 3 days ago. 8pin to 24pin Psu adaptor with 12vSB converter.
the worse card , GTX690 ,300watts all by its hog'ish self.
but not for speed, or FPS. just finding 300watts laying about , hard. good luck to you.

Thanks everyone, this is a Dell specific card. I have it working correctly now ... and the solution was weird. I had a DVI to HDMI adapter to my monitor. Just for giggles I tried my DVI to DVI cable .. and things are now working correctly.
