Well, I guess the only approach would be to obtain a known good power supply, either pulled from a working machine, or bought. Substitution would then tell you if your old supply is bad. Dells are very good machines, but they do go out of their way to make sure other standard parts won't work or fit. Dell is not alone in this, and some others are much worse.
