I have the exact same problem with BIOS update Latitude_5289_1.18.1.exe. Suspending bitlocker does not help. Note that I did not enable bitlocker so I assume it was preset at the factory.
Its pretty confusing why Dell does not include more details in the installation notes!
For this bios upgrade: XPS_9370_1.11.1.exe one can read how to install the upgrade. Dell also mention bitlocker should be paused if enabled. BUT what they dont include in the notes is that you cant have any special letters in the BIOS admin password. Atleast I removed "+" sign from the BIOS Admin password and upgrade was possible. Dell's premium support didnt even know a password was needed to install the BIOS upgrade and said its a Windows thing. Ofcourse there should be included in the notes that it is a BIOS Admin password that the Dell BIOS upgrade utility is asking for to make it easier for people and Dell support themselfs.
