Do you know if your 20-year old Dell can run "a more modern program", which I presume you mean to be Windows 10, since support Win 7 ends this coming January.
We need to know exactly what model laptop you have. (BTW: This is the desktop forum.)
And at this point, your 20-year old lappy has probably outlived its usefulness, so the money probably would be better spent on a new one.

wow 20 years laptop? i donated my laptop( Inspiron 700m ) i bought from 2004 that is only 15 years old.
I think you should go buy a new laptop, save you trouble and money in the long run.

20 year old dell from 1999 will not run windows 7 or 8 or 10.
13 year old models with PCI-E aka optiplex GX620 or newer can run msdos all the way thru windows 10.
You can get a newer laptop with 10 for less than the cost of windows.
