Speedstep is built into the XP software.
If you want the CPU to run at full speed all the time then go into control panel> power options and set the power scheme to either desktop or always on.
There's nothing wrong with your cpu.
What you are seeing is speedstep in action. If you need more processing power and then the CPU will speed up to its maximum rated speed.

So the fact that the bios says its only running at 600 mhz doesnt make a difference?
