I have experienced the same issue and been unable to resolve it. Was a solution found?

TICK 101:

  • hdd bad, and ticks, loud, (means crashed)
  • Fans tick if bad, or simply cables too close, move cables tie them back
  • PSU can ticks same thing bad fan or huge lint packup.
  • MOBO sonic device, it is not a speaker as dells calls it wrong ,it is a sonic alert device, this device in fact can make beep codes, and even play a funny sounding melody for overheating, even HDD removed !
  • a mouse inside eating Cheetos or worse. (joking sorry)
  • CD tray has disk and ticks or other odd noises, gee remove it.
  • any device with a motor can tick and be bad, any. see how that covers most things inside????
  • Tools , like  free kitchen towel  empty tube to your ear can in fact find noise source easy, do so and be amazed at learning such a simple skill.  or a PVC pipe from dads shop , cust 18" long or so held to you ear.

DO NOT HOT PLUG that GPU card, or blow  things up. OK>  do not.'

pull line AC cord

hit power 3 times, 1 second long see fans twitch hit more times power. button

now caps are discharged fully, this is a goal working on any PC inside, all things inside.,

nOW PLAY inside PC. and not wreck parts.  (a win)

how old is it?  6 years old I guess.

RTC coin cells spec is 5-7 years  7max this is first. any time any PS acts dead or BIOS acts funny or RTC clock shows wrong dates or calendar. dates.

next is find what ticks, surely you can find a noise,  if not asks others with better  ears , case lid off. sure.

find noise is easy, that way, not sealed up. lets do my endless posted list again.

  1. reset power yet, AC cord, pulled, hit power button 3 times,  intel no fans spin and no LED glow, hard reset AC power this called, stated on every PC makers web site.
  2. now AC cord back in place, AC power not dead, new coin cell first. then push power button.
  3. NO AC line  power strips allowed connect PC to WALL AC only and Monitor;
  4. The fans spin ,CPU yes, PSU many and GPU manybe... CPU must spin and not blades it wires, tick tick tick
  5. CD tray ejects, button pushed, no means power failure. as does dead fan CPU./
  6. if still dead we bench test the PSU, ask it is simple. this,  do not hot plug  any thing inside any PC. AC cord must be removed.
  7. Next is BIOS screens, you have none,. if none that too is power loss. see #1 for sure.
  8. BIOS still dead, PC still dead, learn that any of 20 things (devices) can short and PSU will not allow that and will not turn on,  (ending smoke fire thing)
  9. so what now,  if you get the far a tech then does the magic 14 step strip down, USB first./

it’s not showing a display on my monitor.

power on PC first hear sounds?  yes,?

then turn on monitor last, wait  1min after PC on, to do that. turn it on

the monitor then tells you what is going on, no signal, no sync, out of range, and more. see it does that.

see that, if the OSD button on the Monitor is dead , push menu button inside 15seconds of monitor on that means the MONITOR IS dead not the PC.

test monitor on other PC to prove  unstated monitor is bad.  OSD must always work , 15seconds or less from monitor turn on, even with NO PC present.

some nicer monitors even have self tests. but OSD is first. not the PC,

and last some crummy monitors with 2 or more ports must  be forced to the actual port you use.

such as DVI or HDMI or :what yous, my PC has 6 ports, (all but VGA)

the failure is monitor set to AUTO,  and fails, on some lame monitors. why IDK, but is junky monitors not owned by me. ever.
