How to get my laptop fixed? USA to Philippines

I bought this Inspiron G3 3590 in the USA and shipped it to the Philippines. I already signed the warranty transfer so I was wondering what should I do to get my laptop fixed in my country? The video fan port in the motherboard seems broken. Should I just go to any Dell shop here in Philippines?

You won't get warranty service with your basic coverage - you must have onsite service (which costs extra at purchase) before you can transfer the warranty internationally.

The other issue is to verify that model is sold in the Philippines. If it is not, the system will need to be returned to the USA for warranty repair.
