That button next to the power button is called BIST. (Built-in Self Test button) The following procedure provides the instructions on how to run the built-in self test for the display: Steps 1. Turn off your computer. 2. Press and hold the display built-in self test button. 3. Press and hold the power button. 4. Release the power button.
5. Hold the display built-in self test button until the test starts.
If you press button while power is on, it is normal that screen goes dark.
If you still can not see the OSD ( On-Screen Display ), you may need to update driver.
I have the same problem that HDMI-in does not work any longer and that the OSD button just makes the PC go to sleep. I have followed all instructions, that is: updated everything possible through Dell Support Assist and Windows Update. I have performed OSD self test and even disabled then enabled OSD in BIOS.
I have changed (advanced) power settings so that the PC does not go to sleep or hibernate.
The only thing I was not able to do was install the OSD app since the Dell support page said it is incompatible with my PC (Inspiron 7790).

I got the instructions to update the BIOS firmware and Dell onscreen Display application from here https://dell.to/2KlYwO0

I have now solved the problem by installing the OSD Driver found here

Strange though that after a new install of windows the Dell Support Assistant cannot see that the driver is missing.
