good rule of thumb is not to replace more than one component at a time or you may not know which is one causing issue. You have now restored the hardware to original configuration and you have a No POST issue. Now you can remove the cmos battery for 5 min (or overnight), drain all power from pc by pressing power button, replace cmos battery, and reset cmos jumper to test.
Unless done within the last 5 yrs., you might want to replace the CMOS size 2032 battery with a new one, as a low battery can cause all sorts of bizarre problems.
I do not have hands on experience w AMD R series card in optiplex but I suspect it might be a secure boot UEFI issue. Also AMD R series card tend to be more power hungry than Nvidia cards in general.
Here's what I did find; please see screengrabs. The 780 mentioned turned out to be a 790, and it was a 790 in relation to the 3rd screengrab. Too bad I didn't think of screengrabbing sooner. I was hoping to find something in relation to the 4-digit model Optiplex's from the same generation as the 9010. Images will show once approved by a moderator:
The power button blinking issue in OP's case may have nothing to do w AMD R as his old card does the same now. Well just have another OptiPlex user reporting similar issue and eventual discovery of bad psu as the culprit. A failing psu is a strong suspect in OP case as well. @Jarrett1105 Please find a verified working psu to test again.

Wasn't there an issue with R-series cards in Optiplex's? I remember that from speedstep posts, but don't remember the specs.
