If screen is stuck on Dell logo, first test is power off, disconnect hdd, kb, mouse, all usb devices, try again. If still stuck, remove both ram sticks and put only one stick back in DIMM 1, try again and test each ram stick individually.
Did you remove the hdd? Any firmware test stalling during POST can make screen stuck on Dell logo. Most common suspects are hdd (#1 suspect) and ram (# 2). testing it w/o hdd will rule out the most common suspect causing post stalling. If still no luck, consider testing w new ddr3L sodimm ram.
other test to try: unplug power, remove CMOs battery, press power button for 30 sec to drain power, replace battery or new battery ($2).
I did try every thing you suggested, including removing hdd, but computer won't boot. Now arrow won't come either, luckly it is touch screen and I was able to run the tests. I may have to buy ram unless you hav any other suggestion.
It sounds like you were able to pass the Dell logo screen and issue was OS loading? You said you reached Dell trouble shoot screen after removing one ram stick? Please describe exactly what you saw w hdd connected. Did Dell logo appear then disappear normally? Did screen then turn into Dell trouble shoot or could not load Windows normally? If yes, I suggest you use Windows 10 downloaded to usb to do clean install, if you have no personal files on hdd that you need to back up. This will delete all files on hdd. Post link to screenshot picture of Dell trouble shoot after Dell logo disappears.
I don't have another HDD for inspiron 23, 5348, so I need to buyout or can use external HD (Seagate). I have performed all steps suggested by previous person, but no luck. Now arrow won't work so I am using touch screen.

It is good that The computer does go beyond Bell logo. This means bios has passed basic firmware test of your pc. now issue is at higher level with your OS on hdd.

Unless you really need to access files on the hdd, I suggest you do a clean install of Windows 10 using usb.
Thanks - I have lots of photos and pictures that I don't want to loose. Will installing windows 10 via usb will delete my photos? Can I down load window 10 on usb from my apple laptop to use on dll.

Thanks for your suggestion. I tried every thing you suggested. But no luck to solve the problem:
1. I removed # 1 memory stick, it went to Dell trouble shoot. Start up repair will not repair.
2. Under Advanced options, I tried all but will also not correct the issue.
3. Removed second stick and put back 1st. Tried all above but still will not correct the problem.
4. Both sticks in, tried all above, still no solution.
I will be happy to try any thing else.

If you can load the Dell logo and your system stalls there then it may mean your HDD is at fault.
Try using a different HDD.
And tell us what happens.
