When installing an after-market graphics card into a certified Windows 8/10 PC with Secure Boot enabled, the system may not boot.
Power supplies are not a single spec of WATTS with a single rail of 12v.
Some vendors PSU even 1000W and 1500W have insufficient power on the 5VSB and the 3.3v/5v combined rails. Bare Minimum is 3AMPS 5vsb and 140W to 225W combined for 3.3v/5v rails. Also note CPU connectors are NOT GPU connectors. Number of pins doubled by adding Y adapters DOES NOT add power to your power supply. 225W to 375W GPUs require 2 X 8 pin AUX pci power. This cannot be achieved by adding unsafe adapters that double the aux PCI connectors. Takes 2 six pin to make ONE 8 pin.

Newer Dells like my recent purchase of Precision T3640 with 1000W power supply work fine with my RTX 3080.
HOWEVER the latest JAN 2021 bios on my Dell now has 4 BIOS settings to change in order to SEE the video card and POST or show ANYTHING IN F2 Bios setup.

There are now 4 bios related settings that must be disabled so that non dell video cards are seen and Dell or Microsoft won't bork you with an update.
Translation your non dell GPU will not be seen in device manager and will not display ANYTHING even in F2 bios with ALL HDD Removed and CMOS Cleared.
You will think your GPU is fake or bad when nothing is wrong. Has nothing to do with windows because linux or no hard drives/OS at all will show the same symptoms when you try starting F2 or F12.
Thought my GPU had died and only figured this out using Display port to DVI with DVI to HDMI adapter with card removed. I thought it was DEAD/BAD I use the adapter with onboard because most of my monitors are now either DVI or HDMI very few are actually display port.

What I5 are you running? Bottleneck can be checked with knowing the exact CPU. The I7-3770 is the top CPU for your 7010. With the I7-3770:

ASUS Motherboards are not supported here.
NON ASUS OEM cards require Secure BOOT OFF in bios. There may be other settings like turning off PCI-E SERR msg.

What model and size Optiplex do you have?
What PSU and GPU did you upgrade to?
Did your new PSU work (fully booted the PC) before putting in your new GPU? Did you try removing the GPU to see if your PC will still boot?
What color is your power button blinking? Unless it's blinking some other code depending on your model, blinking amber typically means bad PSU.
May be PSU was overloaded? Too early to tell until we know which one you have. It's not just total watts, but having enough power on certain rails.

It is an Optiplex 7010 MT with a i5 . It will boot if I remove the card. It will power if I just plug in the 6 pin connector.

Power supplies are not a single spec of watts.
You need EPS12v power supply that has 150W combined output on the 3.3v/5v rails.
Raidmax spec 3 rails are too low
+3.3V@20A, +5V@20A, +12V@38A, -12V@0.4A, 5vsb 2.5A
12v 38 amps = 456w
530w - 456w = 74w so this is nowhere near the 150w combined output needed on the 3.3v/5v rails
Bare minimum recommended for EVGA Ti 970 is
EVGA 700BR power supply. 700B1 is also fine.

In other posts, speedstep has also posted the Corsair CX 750 as an alternative. https://www.amazon.com/Corsair-Bronze-Certified-Non-Modular-CP-9020123-NA/dp/B01N9KIFWF But it's not under $100.
You don't want to go too cheap with PSU's and blow up the PC. I hear the voltage regulators aren't as good.
