XPS 13 DEV Ubuntu with 16gb of ram
I am (still!) looking to buy an XPS 13 9300 running Ubuntu 20.04 but for over a month now they only offer 8 gb of ram. Does anybody know how often they restock with 16 or 32 gb? Out of curiosity, when was the last time more than 8gb was available? I appreciate any insights you might have!

The system uses soldered-in memory so it's not a simple matter of substituting more RAM, and just as certain option combinations aren't available on certain car models in specific markets (try buying a high-line model with a manual transmission now, for instance), some combinations aren't sold in some markets.
It could be that the system isn't set up to take certain combinations because Dell doesn't think they'll sell, and therefore doesn't submit them for whatever certification requirements exist in your market.
At any rate, you can't buy what they don't sell -- and importing a system yourself from a market where your desired configuration is available carries its own risks. It's very likely that were you to need a mainboard replacement under warranty, the part in your self-imported system wouldn't be available. And bear in mind that just about everything in these except for the SSD is soldered to the system board (and even the SSD is soldered on in the 2-in-1 version).

If you call them, they will be able to build it for you with the configuration you want up to 32 GB of RAM.

That was a great idea. Unfortunately, I just called them and they can't do it either. I'm baffled as to why not.

What does soldered hardware have to do with the operating system installed?

Every configuration sold comes with a cost attached to it in terms of certification and support. If Dell doesn't think it can sell enough 16 or 32G versions with Linux, it's not offered. Since you can't upgrade the RAM on these, you either buy a Windows system with the amount of RAM you want, and install Linux yourself, or buy with Linux and 8G RAM. Simple choice.
