Did you try attaching an external monitor or TV to your computer to see if the problem occurs on that as well?

Try running the Dell Diagnostics program. Turn on the computer and as soon as the Dell logo appears, quickly tap the F12 button and select diagnostics from the menu. Run a test on the video and display. Also, let the computer idle within the Dell diagnostics to verify the the problem isn't limited to Windows 10.

I ran the F12 diagnostics and it said that no errors or problems were found, the problem seems to only be in Windows 10
