Try disabling xmp, and disabling windows fast startup.
Then clearing cmos by removing the cr2032 battery from the motherboard for 10 seconds with the pc unplugged and pushing the power button to discharge flea power.
Then boot up, restart and push f2 to enter bios. From there select xmp 2 (which should downclock it to either 2933 or 3000). Selecting xmp 1 bumps it to 3200.

Also make sure both sticks are in the same color tab, white or black doesn't matter.
