Request you to go ahead and place the order and the tax might not appear in the final stage of pricing. But if it still appears, once the order is delivered you can send an email to tax_department@dell.com asking for a refund of the tax. You will get a reply asking for a few supporting documents once it is provided the amount will be refunded.
This procedure holds good for individual purchase or bulk orders.
