@davidosgood I have not seen this issue but I wonder if connecting your monitor to the Intel integrated graphics would help, that is if your monitor is currently connected to a discrete graphics card. You may not be able to do this if your monitor does not have an HDMI or DisplayPort input.

@davidosgood  - This issue has been seen before with the XPS 8930, and as @Vic384 mentioned, you probably have the monitor connected to one of the onboard Intel UHD Graphics ports instead of to the add-in video card.

Do you mean you get normal video after pc boots into Windows when you say "it boots just fine?"

If yes, your issue is you can not access BIOS screen for some reason, is that correct?

If still yes, I have seen it in xps 8500.  In my case the POST stage has no video, and no key stroke brings up BIOS.  PC just sprints over POST without video signal and then shows normal Windows boot video.  If that is also your case, I have read many discussions and suggestions in the community and none solved my issue. my solution was to reset CMOS jumper on motherboard.  That enabled me to enter and see BIOS video screen.  for some reason I still do not get Dell logo during POST (video still blind?)  I am using iGPU only.

I have one monitor connected to my motherboard and another to an expansion card.  Neither one has a video signal during POST.  They both get video signal after POST -- I see the "Dell" circle logo, then a Windows screen.

@davidosgoodI wonder if what was happening in this other post may be happening to you. It turns out that a video port may have priority over another video port so that if you are not connected to the highest priority video port you will not see video during POST. For example, if your monitor is connected to the motherboard's DisplayPort but the highest priority video port is the motherboard's HDMI you may not see video unless to connect to the HDMI port during POST. If you connect monitors to both the motherboard video ports and the graphics card video ports only one of those ports has the highest priority and will display during POST. You would not see video on all monitor screens.

Dell logo on screen means POST is occurring if there is a progress bar at bottom,  or POST has completed if no progress bar.  On some bios Dell logo screen there is a prompt of F2 to enter bios.

You reported hitting F2 is too late (pc does not enter bios) or too early (you have no video). Are you testing video using on board iGPU?  I would suggest for this test remove all discrete gpu.  Test onboard hdmi or DP port.  If no change, have you tried reset CMOs jumper?
