There was a post on the web from a user that had this problem due to RAM issues. It does not necessarily make sense but I would suggest running Memtest86 which can be found here. Also if you have more than one stick of RAM try pulling one out and testing then the other. It should not have anything to do with RAM but then again it's worth a try. Also have you looked at this forum post.
Ran a memtest yesterday after your suggestion, unfortunately no joy. Also tried swapping the RAM and SSD completely, again though, no joy. The machine passes all hardware tests I have ran on it, its honestly a shame about the message because it is a really nice machine.
I did look at that forum post, nothing from there worked. It's a strange issue, with ME being disabled from the factory it limits any updates to the firmware I can do
I am not sure if you happened to see this forum post. And yes it is a strange error with a not simple fix or so it appears from this HP forum post. Also it might be a good idea going to the root of the problem that is Intel ME. Try their forum here and also here.
same problem here. BIOS update fails to upgrade ME firmware.
Also tried latest release (1.32.4), no luck.
My laptop was a second-hand machine; problem appeared after ubuntu setup or first BIOS update i've done. I also had some blue screen randomly. Now using clean windows install, intel ME device is not available in device list.

Welcome to the Dell Community @ClassicBBQ
Disconnect the AC adapter and remove/disconnect the “Main” battery.
Disconnect the “Coin-Cell” battery.
Connect ONLY the AC adapter for 3-5 seconds.
Then disconnect the AC adapter.
Connect the “Coin-Cell and Main” batteries ONLY.
Turn the laptop over and open the lid.
NOW connect the AC adapter.
It should try to automatically boot 2-3 times.
Post your results.
