Have you tried F12 as soon as you boot and select the USB drive to boot into? Also did you download the media creation tool here which will create a self booting USB flashdrive?

Yes to both of those questions I will admit that there was one USB stick that it liked but I accidentally formatted it and now it won’t boot off of it

You need to disable Secure Boot.

so my secure boot was already off But it’s still not working it’s OK if you don’t have any other suggestions thanks for giving me them

The keys are UEFI bootable USB and Secure Boot off.  

Try changing boot order to USB first.

Don't know what else there is.

i have the same problem but i solve it with this https://www.dell.com/support/home/es-mx/drivers/osiso/recoverytool/wt64a the recoverytool dowload me a copy of windows compact OS for 64gb  emmc devices
