Do not press and hold the button. That is the emergency shutdown procedure when the computer is on. Just press the button briefly as always. Startup is not instant. It can take 10-30 seconds or up to a full minute to start up. You might see spinning wheels or "please wait" messages after the Dell screen.
ok. So I received a privet message from Dell rep: "We think the system is working as designed. If the system starts 1-2 seconds of pressing the button, there is no issue with the button." It's a bit unusual, but laptop starts, so not big deal...

btw for the records: I own multiple Dell laptops and none of them has such an issue.
