In fact, I'm an i d i o t, as the laptop needs to be docked for the serial port to be populated in the PnP device, even if it's only wires from dock socket to DB9 plug AFAIK...
Whatever the settings in BIOS for COM/LPT, system never sees COM1 and always says LPT1 ECP, even if disabled. Same in Linux, only parallel port, no serial port. Something is borked in my system and pretty sure it comes from BIOS upgrade.
Too bad it's out of warranty, so an upgrade breaks feature, and I need to buy a new laptop...

It seems it is a common issue for Dell to break serial port support in BIOS, let's hope it will be fixed for the E5470

Yes I tried 1.15 and 1.23 even 1.9, no COM1 in windows, I also updated windows to 21H1

This article from 2021 also points to BIOS problem with serial port on E5500

So obviously something went wrong at one time with serial port and BIOS... How can we ping a Dell engineer to take a look at this on the E5470?

I somewhat cannot downgrade to some version of BIOS I guess for security issue. It says update failed.
I booted on Linux and it does not detect the serial port. It detects parallel port and two PS2 ports but not the serial.

According to this review https://www.laptopmag.com/reviews/laptops/dell-latitude-e5470 , the E5470 does not have a physical serial port.
