I wrote Dell about twenty times about this issue, and I always get the type a response telling me to run the diagnostics, re-install the driver, etc.

I guess they don't have a clue and that we'll have to wait for an upgrade of the ATI driver.

what i finally did is connecting an s-video RCA connector and than connecting it to my TV, it works like a charm... i see color...

The problem is that even with all those types of "Pal" it do not have it all. For example: Here in Brazil it is PAL-M and like you can see it is not listed. One solution is to buy a "transcoder" Ntsc to Pal (the type of Pal your country uses). The only problem is that a transcoder costs a lot, anyway, it is worth a try.
