I also have similar problem and i found some bugs related to that i listed them below.
For me laptos uses less energy after reboot but if you hibernate or connect external monitor then for some reason things r broken please see my below findings and be sure to update to latest bios it solved one issue for me:
@cookie_monter Yep, I have tried to update my bios to latest one but haven't any result (because I have seen your article about this problem early ). But interesting fact, that when i just switch on my laptop it shows me that battery have 6 hours of remaining but when I trying to charge one to full capacity it works like 100 mins. Really strange things happens here haha.

" but when I trying to charge one to full capacity" dou mean that after charging and disconnecting from power source then power consuptions goes up ?
Can you check something for me if you connect monitor to hdmi and power cord is plugged if you go to youtube and watch movie you should see that rtx is working in task manager what happen when you disconnect from monitor and laptop goes into integrated graphic mode do u still see that rtx is used in task manager (ofcourse you need to have optimus on and rtx setup in automatic mode)?
also if watch youtube with monitor plugged in and rtx is used if you hibernate laptop and unhibernate and disconnect monitor what happens then ?

I have fixed this problem by Installing windows 10 and then disabling all background apps in winows setting. Not letting apps run in the background seems like the probable cause.

I also have similar problem and i found some bugs related to that i listed them below.
