Thank you for using the Dell Community Forum.

This is telling me that the system works best when it is grounded.  You should try updating the system BIOS and drivers for your system.

Another possibility is that power management is enabled for the wireless adapter, and when the system is on battery there's not sufficient power being provided to the adapter to allow it to work properly.

Go into Network Connections in the control panel. Right click on the network card and select Properties. Click the Configure button then click on the Power Management tab. Uncheck "Allow this computer to turn off this device to save power".
