Latitude 3120 shuts down instead of restart/reboot

Question

Trying to update the BIOS on a Latitude 3120.   I downloaded and ran it from windows, but when I clicked restart, Windows started to reboot, showing the Restarting screen, but then the device shuts down instead of restarting.  I push the power button, and the machine boots up again normally without going into the BIOS update. I also tried to run the BIOS update by going into the F12 menu at startup and selecting BIOS flash update.  But it also shuts down rather than restart when I try to run it from there.  So it's not a Windows issue.  Is there a BIOS setting that could be causing this?  I just want to update the BIOS.  Thanks.

Did you disable Bitlocker and are you keeping the adapter connected to the system?

Adapter is connected.   It's a new motherboard that I just put in and there was nothing about enabling or disabling bitlocker.  Either on the system itself or in Windows.
