there is an easy solution if you have access to another laptop or a desktop with a 3.5" to 2.5" hard drive adapter.
 
install your new hard drive in the laptop and install windows as usual.  when installation is complete, and all optional windows components are installed, go into device manager and change the driver for your IDE controller to the generic "dual channel controller" provided by microsoft.
 
take the hard drive out and put it back into your L400 and you should be set.

thx for reply, I thought about the way u said, but i cant be sure if i can get a hold of another laptop and take it apart, so I was thinkin about getting a external floppy drive(cheaper) and get a floppy Image that it can some how lemme use my usb external harddrive to install the system on it.  or jus to flash the bios, i heard the new verison supports usb boot, not sure tho

I did the method that you mentioned, after I put the hdd with winxp on it back in the l400, nothin would show. I meant the HDD is detected in the bios, but the screen jus became blank when it suppose to show windows start screen
