Looks like you're in dire straits as you need the password in order to disable it from BIOS.
The alternative is to contact Dell for a master password but in order for them to supply you with one you will need to prove ownership of the laptop.

Consider contacting the E-Mail support first, it might be faster. Get the registration information from the previous owner (Name and telephone number or address as on account) and contact E-Mail support or phone support, whichever you find convenient.

can you describe the repeating boot sequence?  chances are nothing you change in the bios will help...
