Humm...Really surprised that Norton (properly updated) can't remove them?  These files appear to be in your "temp internet files" have you tried deleting them?  Try that, then run a couple of these free online scans to see if they are gone:
Toss in a trojan scan:    http://www.windowsecurity.com/trojanscan/
I also suggest you post a HijackThis log for us to look at for safety:

Download and run HiJackThis; version 1.98.2. Click "Scan", then "Save log". When Notepad comes up, "Edit/Select all", then right-click on the selected text. Click "Reply" to this message, then post the log back. Don't try and fix anything just yet, as alot of what it reports is 'good'.
