I had this same issue. I uninstalled the driver for my Microsoft Natural Wireless Keyboard Pro and all the Fn keys started working. Unfortunately, each time I boot Windows with the keyboard attached or attach the keyboard after booting, it says it needs to load the driver. This is is a little annoying.
