Bought a new Dell. Can you remove personal info?

Question

Is there any way to remove personal info from your old computer if you plan to give it to a friend or family member? I don't want to erase all the memory so that they will need to reload Windows XP, but I would like to ensure that none of my personal banking business or secure information (passwords)is available to whomever I give it to.
