On the laptop, when it gets the autoconfiguration IP address (169.254.xxx.xxx) can you open a command prompt window and get a valid IP address (192.168.xxx.xxx) by typing ipconfig /release /renew ?
As a troubleshooting step, try connecting the laptop to the router using a wired connection and see if the same thing happens. This might help us to determine if it is a software problem or a hardware problem.
