700m battery - (1) waggle a bit? and (2) partially charged as new?

I have a brand-new 700m. I have two questions (not sure it's defect): 1) I ordered an extra brand-new extended battery. Is it normal the new battery is partial charged from factory (30% charged)? 2) Is it normal for the battery to waggle a little bit when it's attached to the laptop (waggle about 0.5-1 cm)? Both new batteries waggle a little. just wondering... tia -z

It should only have a small little bit of play (1/16 of an inch) and having a partially charged battery is showing that Dell has tested it and it is working. Enjoy your 700M.
