Hi Biswa,

The first LED blinking with power on indicates a poor connection in the Voltage Regulator Module (VRM), processor or heatsinks. I would recommend removing the parts, inspecting for bent pins or other damage and reseating the components carefully. I would also recommend updating the System BIOS, ESM Firmware as well as the Perc firmware (if installed). If this does not resolve the issue, replacing the parts may be necessary.
