Check out the Downloads section under the Product Support tab at the top of these pages. The BIOS update file is included in the downloads for your model / operating system. Previous versions are available, if you really need to revert. The procedure will be the same, just a new (old) file. Is the new version giving you problems? Note there is an Inspiron BIOS forum also.
That seems to be the case. Previous versions are indicated after selecting a device from the list, in this case the BIOS, by a link on the Download Type page, when they are available.
IIRC dimm heat was the problem area and older bioses were removed due to significant heat concerns. If you use the older bios, a bottom cooling pad might be a worthwhile investment. alternatively, a cooling pad (or an open cover?) might stop the throttling with the newer bioses

Go the download page? and look for a version before A14? which is my current bios version.

My entire lower left area of my laptop is elevated. and at home, i put it on 3 video tapes. haha! =)
