You may like or not IE 11, I have the same issues with internet explorer on my old windows 7 PC. 

My new WIN10 PC must used IE11 Explorer and it must work properly with a java. 

I run SFC /SCANNOW at first the result were the IExported corrupted which is a file C:/programs and Files/Internet Explorer/IEXPORTED. Was repaired successfully don't know. 

I saw the process for Internet options had been suspended to improved system performance. 

Internet explorer in the feature windows component is working property, it installed and uninstalled the feature. 

The system file had change a little because I recreated the Internet explorer folder.
