Greetings,

I am not able to turn off file sharing, network discovery, or Public file sharing.  I also cant access many functions of user management like create a password recovery disk, set up parental controls, or create a new user account.  As these are seldom used areas for me, this could have been happening for some time without me knowing. 

I have run full virus scans, Spyware removers, and the Microsoft malicious file scanner without any luck. I then did a system restore as back as far as I had available.  Still no luck.
