I wanted to share my troubleshooting here with the hopes that someone would find this information useful.

We were swapping out older Dell D6000 docking stations with the WD-19TB docks. One of our users has a Dell XPS 15 9560. After the swap, the laptop was not able to use the ethernet connection and was forced to use the wifi all the time. Quite a bit of troubleshooting was done before we discovered that the XPS 15 couldn't recognize the WD-19TB dock using USB-C. We ran all windows updates as well as Dell Command | Update drivers. Last ditch effort was to download the driver directly from Dell support and that didn't work either. We checked the BIOS and there were no selections for USB network for ethernet either.

We replaced the old dock D6000 and the XPS recognized the ethernet connection again. 

You can use a USB-A style network dongle as well to make the connection, but the WD-19TB docks certainly do not work.
