Go into the settings-devices-power and sleep- advanced power options then create a power plan.  Change the setting to a balanced plan.

I'm trying to set the processor rates but they do not appear in my advanced settings.

@toffeeprods  In newer Windows 10 releases, Balanced is the only available option because Windows introduced the "Power Mode" slider, at least on systems that have the underlying hardware support to allow it (link).  There may well be a way to mess around with the registry to restore the old method, but you might want to consider just using the power mode slider if available, since that also comes with some new background application throttling behavior that can further extend battery life and that I don't think is available otherwise.

    I'm having this same issue with a XPS 9700. Power options - There is only Balanced and Dell choices. I need the advanced option soo I can prevent my external hard drives from sleeping. I also want the full Advanced power options that come with that.  

 Unbelievable, How can I achieve this. I have no DisableCS in my registry either... 

I have spent 3 solid days trying to figure this out because I was having issues with my WIFI card and speed.  As mentioned Windows has moved this function and replaced it with a sliding bar.  The sliding bar is located on the left hand corner under the battery icon and you can slide that over to "best performance".

This also seems to be a problem in the new Dell Inspiron 16 7610. The only power settings available are in the form of the slider which is just not working for me. Is there something in the BIOS restricting these settings from being enabled? I have weird inexplicable throttling going on (even on low temps).

Only power plan available is "Balanced"
Only Advanced power options available is Desktop Background Settings (slideshow), Sleep, Display, and Battery.

Any attempt to create a new power plan will only let you create a Balanced power plan, and those same 4 options are the only ones available.

Any attempt to create, duplicate, or import power plans via elevated command prompt is flat out ignored - no error message whatsoever, and then the settings remain unchanged.

Any attempt to edit power options in the registry settings is unsuccessful.

Also, no CsEnabled entry.
