Dell XPS13 Plus 9320 Throttling way too hard, way to often, down to 0.4ghz

I got this laptop 3 days ago (Jul 18, 2022). It is really nice in many ways, and when it's going full power it is fantastic. Unfortunately, it likes to dip below full power and throttle itself to a grinding halt way too often. It throttles to 0.4 ghz, which is slower than computers I owned 20 years ago.
I have set it to Ultra Performance mode in Dell performance settings.
I have set the power in windows settings to Best performance.
Still, this thing will throttle down to 0.4ghz (based on task manager reporting) when I open spotify or youtube, or work on a big powerpoint presentation. Sometimes if nothing is open it will even throttle itself. The laptop isn't running hot or anything. CPU usage is less than 5% when this happens. It just likes to throttle really hard all the time. A restart will prevent this for about 30 minutes, then it decides to throttle again.
Did I get a lemon? Am I missing something?

Dell support fixed my issue remotely, sound driver was causing the problem, they just installed the latest Realtek audio driver (Realtek SoundWire HW Audio Codec Device Driver) which was missing in the Device manager.

The answer depends on what you're running. This system is designed to be an ultra-light, highly portable notebook. It's just not designed for heavy workloads -- there is no way to keep the system cool under high demand due to the small physical size restriction on the heatsink capacity.
Probably the last thing you want on a system like this is to set the system for ultra performance mode -- even if the CPU can handle that, the cooling system cannot and the system will throttle. Set the system for a balanced power mode that the cooling system can handle and that will reduce the throttling.
If the system still does not meet your performance needs, give consideration to returning the system and purchasing a model that is more capable of keeping cool under load. That will mean sacrificing size and weight -- there is no way around the thermodynamics of dissipating heat other than with a larger heatsink/fan assembly, which is the province of 15 and 17" systems -- no 13" ultraportable is going to handle heavy workloads any better than this one does.

I'm not sure this response understands the issue, possibly because I didn't explain it well.
The workload i have now is handled well by a 5 year old Asus ZenBook with an Intel 7 series. Why is my new Intel 12 series throttling the same workload to a crawl? Either Dell or Windows needs to fix something. From fuerte research, this is a persistent issue across many XPS laptops

This seems to be an issue for many people with the 1280P processor, based on many forum posts I'm reading. Dell deemed this as acceptable when it's really not at all acceptable.

I have the same issue with a 1260P CPU and it happens with just playing a 1080p YouTube video ( 1 tab open in browser) so light tasks also.
No way in my case is this acceptable.

Just muting the device's speakers and using Bluetooth headphones for sound stops the throttling for me. (also noticed better battery power draw)
I have hope this can be resolved with an update if this not a speaker hardware issue.

Unfortunately, I have this problem, even though I'm using the latest Realtek drivers from Dell.
Perhaps they suggested another version or place for downloading it?

This bug has been fixed in the latest BIOS version 1.7.1 (August 29th).

This has not been fixed for me. It goes down to 0.4GHz even though temps are fine.
