m15 R5, GPU issue

Question

so lately been getting bad performance to the point i even did a fresh windows install..
Still having issue so decided to run 3Dmark and compare my results when i first got the laptop...

GPU Score was down almost 200%!!!!!
and noticed in details
Average clock frequency
414 MHz current runs
1,414 MHz when i first got the laptop..
everything is set to performance mode.. i tried turning off the Hybrid graphics in bios.. the Nvidia driver is up to date.

Total scores
3DMark Score Down 157% from when i got the laptop less then a year ago
Graphic Score Down 191.4%
CPU Scored 13.9% Better
Graphics Test 1 Down 189.9%
Graphics Test 2 Down 192.7%
CPU Test 13.9% Better

Clock Frequency was 1560MHz compared to 1920 when i first got laptop
Avg Clock down to 414mhz.... from 1414mhz
Avg memory Clock 1468 down from 1737
Avg temp was only 44c compared to 79c when i got the laptop so it seems to not even be trying to power up the GPU...

so when i reinstalled the OS i did run all dell updates as well including a BIOS update..
So.. just checked after posting another BIOS update came out yesterday so ran it..
It seems to be doing better i will run a few more benchmarks and stress test just to make sure
