@GerwinB , Dell original power adapter uses a chip and extra wiring, sending signal to the PC/Laptop to verify OEM status.  So when it had failed and not recognized by the PC/Laptop, you should get some kind of message at boot.  Although it would power on the unit but it will not charging battery (for laptop).  On both AIO and laptop, the processor will be limited to minimum performance. 

You can verify the information provided with the symptom on your machine and determine if your power adapter is bad, then a replacement will bring back the performance.  You can test it with a different power adapter or verify the power status in BIOS before getting a replacement.

You need to understand, i called Dell several times about this. They always advised to install windows again and also they offered to pickup the system for repair. I told them always that i did not believe in that solutions they proposed, because the aio (machine) is not faulty itself but i thought it was a conflict between Bios Dell, intel or windows. For other people who read this and have same issue, disconnect the adapter from the system and not only from the wall outlet and connect again and then restart. If problem still exists try another original Dell adapter.

@GerwinB , check your power adapter.  The use of non-Dell adapter or a failed adapter would cause the CPU speed to be throttled.  Try a different Dell adapter to verify if this was the cause.  I think yours is 180 W.

Hi Chino, thanks!

It is the original Dell adapter 19,5V, 6,7A = 130 watt. So unless it is the original delivered one, could this cause the problem?

I have some adapters in stock and would try it. But when i disconnected the connector that is in the back of the screen i saw it is no standard 7,4x5,0 mm but a more little plug like 4,5mm round. So i dont have that one in stock to try.... But what you wrote is well because when i start the AIO i get a warning message about the adapter unless it is the original one. It did it from the beginning on while the whole system was new. I unchecked this warning in the bios so the problem solved i thought but all the time problems with processor speed.

BUT a minute ago i unplugged the adapter from the monitor because i want to check the plug. I plugged it back in, put the check for adapter on in the bios again.... And guess what... no warning and at once i noticed very fast again.. no max limit on the processor anymore......i will put a screenshot again.

Now i hope when i shut it down and start again it still is solved. Fingers crossed
