CTRL- ALT-DEL doesnt restart computer

I may have asked this question before, and never got a response. I have a Dell Dimension L667r , and it does not want to restart the computer when I do the CTRL-ALT-DEL thing, and never has. I am running Windows 98 SE.

I have tried disabling running programs through End It All, and it still does not reboot. It does however bring up the Close Program Box.

When running a game or other programs where the computer locks up, C-A-D will never do anything, no matter how many times I try. My only resort is to shut the computer off at the power button, which isnt the safe way to do things.
Why didnt Dell put a reset buttom on the Dimension?

How can I get this function to work for me???
