It is modem software that tries to detect if you are connecting thru a digital phone line.

I would try reinstalling any modem software you have to see if that solves the problem first. Removing the file might cause a problem with another program or even disable the modem.

Two questions still remain, exactly what does it do? because I don't have any digital phone line and by now it should know that.  And can I safely remove this file?

Go to the 'downloads' section of this website for your system.  The error is related to Cyberlink PowerDVD.  I heard there was supposed to be a patch on the site to correct the problem.

(Assuming it's the same PBX error that appears when PowerDVD is closed....)

Good luck

About the Digital Line Detect...

How do I enable it? It was apparently added to my computer (at work) and now for some reason when I turn my computer on the Adobe Photoshop Album opens from the start menu...(which it never used to do...) And I get an error message saying that the Digital Line Detect is damaged or has been disabled. I can eventually close the program and the warning but it's a hassle and an annoying waste of time!!! Especially since I don't even use Adobe!!! If Ican figure out how to fix it my day will start of much better!!!

Thanx for anything you may be able to tell me!
