The Optical drive is getting detected in BIOS. Could you please elaborate the issue that you are facing with the optical drive.
Could you please check if you are able to use any other CD/DVD in your computer. If yes, it is an issue with the driver's CD. If no other CD gets detected in operating system, you can check the 'Device Manager', if there is any yellow question mark or red cross on CD/DVD drive.
To check that you can follow the steps below:
Click on “Start” and right click on “Computer”.
Click on “Manage”.
Click on “Device Manager”.
Under “CD/DVD ROM devices”, you will find the optical driver listed.
If you are only trying to install drivers on your computer, you can install it from support website: http://dell.to/WPdwUr
Steps to download drivers:
Click on “Download File”.
Select “For Single File Download via Browser”.
Click on “Download Now”.
Save the driver on your desktop.
Once the driver is downloaded on the desktop, double click on it and follow the prompts on screen to complete installation.
I tried another CD and it's not detected either. I went to Device Manager. There are no yellow question marks or red crosses on CD/DVD drive.
Background information: I installed a new hard drive myself because my computer had a virus, and then I installed the operating system from the disk Dell sent me, and now I'm trying to install the drivers and utilities from the disk Dell sent me and I'm having issues. Here is a pic of the Device Manager settings:
Your computer shows two optical drives. Are you not able to use any CD in either of optical drives? If there would have been any issues in Optical drive, you would not have been able to install Operating system on your computer. Could you please let me know what steps have you performed so far.
Please let me know if you are able to see the optical drives in 'My computer'. if yes, then please let me know what exactly happens when you insert the disc in optical drive. Do you get any error?
If the Optical drives are not listed in My computer, you can try deleting the upper lower filters by running a Microsoft Fix-it for this issue from the link: http://bit.ly/QCZ40B
Note: Above step is going to alter the registry settings of the computer. Before you proceed, you can either back up the registry settings or can create a restore point. You can get detailed information on creating the restore point from link: http://bit.ly/RrpN1Q
Once you click on the link for Microsoft Fix it --> Click Run Now --> Save the file --> Double click on it --> and follow the prompts.
If the issue still persists, you can follow the steps below:
Click 'Start', and then click 'All Programs'.
Click 'Accessories', and then click 'Run'.
Type 'regedit', and then click 'OK'. If you are prompted for an administrator password or for a confirmation, type the password, or click 'Allow'.
In the navigation pane, locate and then click the following registry subkey:
Note: You may also see an UpperFilters.bak registry entry. You do not have to remove that entry. Click UpperFilters only. If you do not see the UpperFilters registry entry, you still might have to remove the LowerFilters registry entry. To do this, go to step 8.
On the 'Edit' menu, click 'Delete'.
When you are prompted to confirm the deletion, click 'Yes'.
In the right pane, click 'LowerFilters'.
On the 'Edit' menu, click 'Delete'.
When you are prompted to confirm the deletion, click 'Yes'.
Exit Registry Editor.
Restart the computer and see if the issue still persists.
I tried inserting an audio CD today and the audio CD was detected but couldn't play because I have no sound. When I insert the Drivers and Utilities CD nothing happens, not even an error. Below is what My Computer looks like:
The drivers can be downloaded directly from Dell, and as a plus, they are newer versions. If you can't get online with the 4600, go online with something else and copy the downloaded drivers to a flash drive.
The chipset drivers can also be downloaded straight from Intel. In fact, Intel has an online chipset installation utility designed to automate this process.
You'll also want to install all the service packs and updates from Windows Update, for security reasons.
Thank you for your suggestion. Issue: When I go the page on the Dell website called "How to Download and Install Drivers in the Correct Order" (http://support.dell.com/support/topics/global.aspx/support/kcs/document?docid=268873&doclang=EN), there are drivers listed that I don't see on the Drivers & Downloads page. (I have a Dell Dimension 4600. [Amin Note: Service Tag Edited per TOU policy]. For instance, the Dell website states I should first download Desktop System Software (DSS) located under the System Utilities category, yet I don't see a System Utilities category. Neither do I have a Security category to find the PCMCIA/Smartcard controller.
I want to be sure I install the drivers in the correct order. Please help.

Thank you for your suggestions. I checked Device Manager and my CD-Rom is installed. In BIOS, all of my Systems are on. I don't yet have Internet on my desktop so I'm unable to go to slimdrivers.com to download the drivers unless I can download the drivers on my laptop, save them on a thumb drive, then download them to my desktop. Can I do that? And, yes, I did purchase the Drivers and Utilities disk from Dell and when I contacted Dell support via telephone to help with the installation, they said I need to pay $89 for assistance since my warranty expired. I just don't understand why I was able to install the operating system with the disk Dell sent me and not the Drivers and Utilities disk. Hopefully, I can find my answers online somewhere.
