There are hardware diagnostics on the hard drive (or were when you got it) accessed by F12 at power on. Run a full diagnostic to see if anything shows up.
You would have been better off using the built in Dell PC Restore on the hard drive accessed by F8 at power on. It makes sure everything is restored to the original factory condition, and no discs are needed.
That error can be a software error, an error caused when you shut down Windows by a device or device driver, a running program, etc. As this is apparently a new or relatively new PC you would be better off contacting Dell support. If there is a problem only Dell support can get it corrected under warranty.
