Sorry, I don't have XP at home and work! I recommend the best way is to contact Dell or go to Bluetooth settings > options > unmark "turn off bluetooth adapter" > and your done! To turn it off do the same way but by marking the "turn off bluetooth adapter"! :|!

Does Bluetooth show up in Device Manager without problem indications?
If yes, click Bluetooth Devices in Control Panel and Add Devices to start the wizard.
