Strange Dell 2407WFP problem...NEED INPUT!!!

Here's the scoop:

P4 @ 2.6GHz
ASUS P4P800
1GB PC-3200 DDR
9700PRO

Running the screen at native resolution (1920x1200) using a DVI cable and randomly the screen would become distorted (blue/yellow horizontal flashing lines across the entire screen/blinking pixels). This occurred when browsing the net. When scrolling down the page, these abnormalities move with the page, therefore it didn't seem like a problem with the monitor but rather a rendering problem with the video card. When minimizing the browser, the desktop however appears normal. Opening another IE window, the same area of the page had the same issue. To make matters even stranger, when you shut off the monitor and then turn it back on, the page is displayed properly and the lines/blinking pixels are gone. This would leave one to believe that it is a monitor issue. No change when connected through VGA.

What could the problem be due to? Video card or monitor? Keep in mind that this happens randomly.
