You might try checking to see if other wireless software has "taken control" of the wireless settings. Software manufacturers can write their own program set to control wireless profiles and their associated settings (e.g. Intel, Proxim, etc.). When these applications are controlling the wireless settings, you won't be able to make any configurations using the Windows Wireless section.

Is this a campus network? or one at home?

Do you have any third party software firewalls on your laptop?(Norton Internet Security, McAfee, Zone Alarm)

Try hard wiring your computer to the router and see if you still cannot connect?
