First of all, what's changed on the pc between now and when it last worked?  Have you checked your firewall settings?  You could also try power cycling the entire system, modem and pc and then bring them up together.  Powercycle means shut down computer, shut down modem, grab a cup of coffee, power up the modem, power up the pc.  Takes all of about 5 minutes.  

You can also check your networking set up on the pc, make sure that the network drivers are installed.  The light just means that it's talking to the modem, not the internet.  Make sure your firewall settings are correct.  Disable firewall and see if you can connect, if so, then firewall is the villian.

DNS must be working properly in order to reach a webpage (if not typing in just the TCP/IP raw address).
Make sure there is not hard-coded address (exception would be to 'Add' gateway and provide its TCP/IP address)
