I tried disabling the firewalls on both computers.  After disabling the firewalls and clearing the intruder log, I still got new entries in the intruder log.  That led me to believe that it is a setting on the router.  It listed "default policy" as the reason for the block in the intruder log.

There is likely a misconfigured firewall running on the computer.  On any computer running Windows XP with SP1, disable the Windows XP firewall. It will not allow File and Printer Sharing. On computers running Windows XP with SP2, make sure that the Windows XP firewall has File and Printer Sharing checked off on the Exceptions tab. If you are running any third party firewalls, like those provided by such programs as Zone Alarm, Norton Internet Security, or McAfee Security Suite, make sure they are configured to allow local network traffic.

I appreciate the help.  This has been a frustrating problem. 

The intruder detection log is in the router itself under system tools if you use the web based configuration utility.  I looked up the documentation for the 2300 which is very similar:

I agree with you that it acts exactly like a firewall issue, but I have turned off all of the firewalls on both computers and still don't have any success.  That clue accompanied by the intruder detection log on the routers web based configuration utility leads me to believe that it is something to do with the router's security.  I don't have any security setup on the router that I know of.  Encryption is turned off and the network is wide open.  Is there an advanced setting on the router that I could be missing?  I used the information from the intruder detection log to try to open ports and allow any IP addresses, but it didn't seem to help.

Where is this "intruder log" you are talking about? (in which folder is it located?)  Which firewalls do you have installed on this computer?   If you have disabled all firewalls, then the "intruder log" set up by those firewalls should not be functioning.   I have never had a router that writes an intrudor log to the computers, and the router's firewall should not be blocking any local network traffic unless you configured it in some wierd way.  I suggest that you compeltely uninstall all software firewalls, except the Windows firewall (which you cannot uninstall).  Both McAffee's and Norton's firewalls have been known to leave residuals running even when they are disabled.  If you can remove the firewalls and get things to work, then you can go back in and install the firewall you want to use and figure out how to properly configure it to allow local network traffic.
